1. Can P11C-Series or P12R-Series support NVME-RAID (M.2 PCIe/PCIe-Slot)?

No it can’t by Intel Spec/POR.

2. Can P11C-Series or P12R-Series support SATA-RAID (M.2 SATA/SATA-Port)?

Yes, it can.
